[Bug 2059053] [NEW] ubuntu_zfs_smoke_test's kernel-smoke-test-encrypt fails on j:fips

Public bug reported:

The test is failing on j:fips 5.15.0-102.112+fips1 and j:azure-fips
5.15.0-1060.69+fips1 in the 2024.03.04 SRU cycle in all arches we
support.

In the previous s2024.02.05 cycle, the tests passed. However, I did a
quick test with the j:fips kernel from the previous cycle and this same
test also failed, which could be an indicator that this is now failing
due to some userspace change, but that is yet to be confirmed.

We have the following output:

  * Command:
      /home/ubuntu/autotest/client/tests/ubuntu_zfs_smoke_test/kernel-smoke-
      test-encrypt /home/ubuntu/autotest/client/tmp/ubuntu_zfs_smoke_test/src
  Exit status: 1
  Duration: 1.6928191185

  stdout:
Testing kernel driver 20105 with zfsutils 2.1.5-1ubuntu6~22.04.3
  VDEVs in /home/ubuntu/autotest/client/tmp/ubuntu_zfs_smoke_test/src
  [...]

  stderr:
cannot create 'pool-smoke-23420/fs-aes-128-ccm-pbkdf2iters': Failed to generate key from passphrase.

** Affects: ubuntu-kernel-tests
     Importance: Undecided
