On s2024.04.01 bionic:linux-aws-fips the fips_test suite and fips_test
test case fails with '[stderr] uvt-kvm: error: domain 'fips-remote' not
found.' for instances c3.xlarge, c5n.large, and t3a.2xlarge. The whole
log output for c3.xlarge is attached to this bug report.
