[Bug 2068692] [NEW] logrotate_sh in commands of ubuntu_ltp_stable failed with "Failed to create a compressed file"

When testing the LTP update 20240524, this logrotate_sh in commands will fail with:
logrotate_tests 2 TFAIL: [ -f /var/log/tst_largelogfile.1.gz ] failed unexpectedly
logrotate_tests 2 TFAIL: Failed to create a compressed file
This is because of two things:
1. Command "include /etc/logrotate.d" in tst_largelog.conf
This will cause logrotate to run unwanted jobs in /etc/logrotate.d
$ sudo /usr/sbin/logrotate /tmp/ltp-TBH2gIjbnd/LTP_logrotate_tests.2m7JWg6TFj/tst_largelog.conf
error: skipping "/var/log/alternatives.log" because parent directory has insecure permissions (It's world writable or writable by group which is not "root") Set "su" directive in config file to tell logrotate which user/group should be used for rotation.

2. The /var/log is owned by "root syslog", without adding "su root
syslog" to the tst_largelog.conf it will not work.
