fips_test fails on noble/fips

Bug description:
fips_test needs to be updated to also run on Noble. It looks like it
needs to be adapted to work with the Python version used on Noble,
otherwise there are warnings and errors that prevent the test from
running, such as:
AttributeError: module 'platform' has no attribute 'dist'
It is likely that more things need to be tweaked to make this test work.
This was found in the 6.8.0-31.31+fips3 version, during the d2024.02.29 cycle in all supported architectures.
