Bug description:
  ubuntu_performance_multipass.multipassboot fails on jammy lowlatency
  and realtime due to a timeout.

  Example of issue:

  201 	  	03:17:50 DEBUG| Running 'multipass exec test2bionic -- uname -r'
  202 	  	03:17:51 DEBUG| [stdout] 4.15.0-212-generic
  203 	  	03:17:51 DEBUG| Running 'multipass exec test2bionic -- systemd-analyze'
  204 	  	03:17:52 ERROR| [stderr] Bootup is not yet finished. Please try again later.

  It looks like we may need to wait longer or retry after an initial
  failure of this type. It appears to have booted since `uname -r`
  worked, but it needs more time for `systemd-analyze`
