Bug description:
  Issue found with 5.15.0-111.121, verified manually with
  5.15.0-106-generic

  When running the rtnetlink.sh test from ubuntu_kselftests_net, it will
  cause kernel panic on ARM64 node scobee-kernel.

  Reproduce rate is 100%, just run the rtnetlink.sh from the Jammy tree.
