Ubuntu 19.10 (Eoan Ermine) has reached end of life, so this bug will not
be fixed for that specific release.

The test_blackhole_dev from net in ubuntu_kernel_selftests failed on
B-GCP 5.3 (5.3.0-1007.7~18.04.1-gcp)
