  add djlint to autopkgtest-cloud CI

Bug description:
  We should be linting our jinja templates to avoid any failures we may
  miss.

  I suggest using djlint:
  https://www.djlint.com/docs/languages/jinja/

  and we should run it in both pre-commit and lpci.
