this is now in a mostly functional state, todos are:
- fix the issue with storage - juju storage is present in lsblk but not mounted at /tmp/ - I'm liaising with the terraform provider for juju devs on this one
- figure out what to do about mojo/manifest - these scripts are run with the a `mojo run` - so we need to figure out what to do about that - I'm not sure there's an appropriate alternative with terraform, so needs investigation
- making the commits pretty
- writing local config, even though it may not work at this point in time
