Public bug reported:

cmsg_time.sh expects predictable timing from the system and flakes on
g1-small instances, which are shared-core.

It's possible that setting KSFT_MACHINE_SLOW to 'yes' could help
mitigate this issue, since this environment variable was added to the
test for low resource machines. Repeating this test with that change
reduces the occurrence of test failure significantly (1/400 -> 1/1000
based on a couple trials).
