Carlos Nihelton has proposed merging ~cnihelton/ubuntu-manual-tests:wsl-update-existing into ubuntu-manual-tests:main.

Commit message:
Updates existing test case for WSL.

- Mentions the location of the new tar-only images:
      cdimages.ubuntu.com/ubuntu-wsl

- Updates the preconditions to make sure we don't have leftovers
  affecting cloud-init and messing with the test result.
