Bug description:
  Hotplugging of CPUs does not work on Azure instances. See lp:1836166
  for cpuhotplug tests.

  $ sudo ./runltp -f controllers -s cpuset_hotplug

  Found on: focal/azure 5.8.0-1033-azure (instance Standard_B4Ms),
