Bug description:
The hwclock test will fail on the Power9 system "baltar" due to a
<0.02 second difference.

Didn't see this on Power8 boxes
Sometimes it will fail because "time out waiting for time change" on the same node:
$ sudo /sbin/hwclock --set --date "2004/10/20 04:10:00"; sudo /sbin/hwclock
hwclock: Timed out waiting for time change.
Workaround for these is to add "sleep 1".
