  ubuntu_fan_smoke_test failed with unable to fetch file from
  http://ports.ubuntu.com on PowerPC

Bug description:
  Issue found on PowerPC nodes across different kernels.
  (It works on other arches in different MAAS server, so it looks like some network config issue)

  Running in the Canonical CI environment
  Testing Fan Networking (pre-0.13.0 API)
