  Unable to boot Bionic 5.0 linux-hwe-edge kernel on ARM64 Moonshot node

Status in linux-hwe-edge package in Ubuntu:

Bug description:
  This issue was limited to Moonshot ARM64 node, ThunderX works fine.

  After the node was deployed with 4.15 Bionic, it will install linux-
  generic-hwe-18.04-edge package and reboot.

  However, it will time out when waiting this node to come back up.
  This will need some further investigations.

  Please find the attachment for the deployment log on jenkins.
