[Bug 2113755] [NEW] ubuntu_fan_smoke_test: fan-smoke-test: Error: binary attribute size out of range.

The following issue has been found in ubuntu_fan_smoke_test in
ubuntu_fan_smoke_test on multiple noble 6.14 kernels (including
hwe-6.14, oem-6.14):
265 Testing Fan Networking (pre-0.13.0 API)
266 docker pull --platform linux/amd64 ubuntu: PASSED
267 enable disable fan test: FAILED (fanatic enable-fan returned 1)
268 stderr:
269 Error: binary attribute size out of range.
270 /usr/sbin/fanctl: ip link add ftun0 type vxlan id 16384000 dev docker0 dstport 0 local 172.17.0.1 fan-map 250.0.0.0/8:172.17.0.0/16
271 /usr/sbin/fanctl: WARNING: ftun0: failed to configure address translation
272 Error: ipv4: Address not found.
273 iptables v1.8.10 (nf_tables): Chain 'fan-egress' does not exist
