Bug description:
  We have been trying to make tests pass for ubuntu-advantage-tools' new
  release. The test itself is superficial, but there are constant fails

  (Xenial armhf was bad for a while and now excuses is rejecting it too)

  The error message says

  so it seems the underlying infrastructure needs attention.
