[Bug 2122374] [NEW] CPU hotplug tests fail on Google TDX instances

Public bug reported:

TDX-enabled machines on the Google cloud don't support CPU hotplug.
Errors appear as "Operation not supported" when trying to offline a CPU.

Known affected tests:
ubuntu_kernel_selftests:cpu-hotplug:cpu-on-off-test.sh
ubuntu_ltp:cpuhotplug:cpuhotplug*
ubuntu_ltp_controllers:cpuset_hotplug

Example output:
[stdout] # timeout set to 45
[stdout] # selftests: cpu-hotplug: cpu-on-off-test.sh
[stdout] # pid 15891's current affinity mask: ff
[stdout] # pid 15891's new affinity mask: 1
[stdout] # CPU online/offline summary:
[stdout] # present_cpus = 0-7 present_max = 7
[stdout] # Cpus in online state: 0-7
[stdout] # Cpus in offline state: 0
[stdout] # Limited scope test: one hotplug cpu
[stdout] # (leaves cpu in the original state):
[stdout] # online to offline to online: cpu 7
[stdout] # ./cpu-on-off-test.sh: line 97: echo: write error: Operation not supported
[stdout] # offline_cpu_expect_success 7: unexpected fail
