[Bug 2122463] [NEW] ubuntu_ltp_syscalls.setsockopt09 times out on Google TDX instances

Not considered a regression because this behavior was present since the
beginning of TDX testing.

When testing ubuntu_ltp_syscalls.setsockopt09 for noble:linux-gke on c3-standard-8.tdx, the test times out:

In our slowest Google instance, the step that timed out here would
typically take 1 second. There aren't any serial logs in passing or
failing runs that are relevant to the test. I've only observed this once
so far, but it's similar to several other timeout failures on TDX, so
I've created a bug to track it in expectation that it will recur later.
