Tests `svm`, `pmu`, `x2apic`, and `apic-split` are flaky on
plucky:linux-oracle and often timeout with a message like the following.

```
Test has timeout: 1800 sec. 
```

Will be hinting these for now as they seem to be infrastructural or test
issues and not true kernel regressions.
