[Bug 2127063] [NEW] VM support on LXD backend broken due to missing lxd-agent-loader

 

Public bug reported:

A recent MR [0] changed autopkgtest so that it does not install the
ubuntu-minimal meta package when creating images.

A side effect of this is removing many packages, including lxd-agent-
loader.

Not having the agent will make a test run wait indefinitvely on the LXD
agent becoming available when using LXD as backend with VMs.
