Max Gilmour has proposed merging ~maxgmr/autopkgtest-cloud/+git/autopkgtest-package-configs:rustc-1.89-big-packages into ~ubuntu-release/autopkgtest-cloud/+git/autopkgtest-package-configs:main.

Commit message:
Akin to previous Rust toolchain versions, rustc-1.89 must be added to big_packages to pass autopkgtests.
