  Create a separate page for meta-data like the ontology page

Status in MLHIM Constraint Definition Designer:
  Fix Released

Bug description:
  The meta-data elements clutter the main CCD page.  The specifications
  will add a meta-data element to CCD and this will allow moving those
  elements off the main page.
