Title:
  Add functionality to update the CDD Template for new specifcation
  changes.

Status in MLHIM Constraint Definition Designer:
  Fix Released

Bug description:
  Currently each change to the MLHIM-RM requires manual update of the
  CDD template.  There is a need to add functionality to be able to
  import new schema modifications into the template.  Creating a new
  version of the CDD.
