TLDR

Pushed changes to nats to add auth timeout
Pushed changes to log-router (aka trafficcontroller) and loggregator,
verified working.

Functional testing these is hard as there is no ack of message sent
successful. The libraries (i tried go) don't even care if you point it at
an invalid ip address so no clear way to verify successful message send.
Logrouter charm only supports a single zone at the moment.
