If we had access to the account that currently own's the ppa we could
republish them. We should create a new ppa owned by the group account so
multiple people have access. The build process is not repeatable, several
of the packages are built from trunk of repos instead of against the
cf-release tag. The packaging is not currently up to any normal standard
wrt to packaging or use of launchpad (we should be publishing src for
launchpad to build in clean envs across architectures, instead we're
pushing binaries).

The work i did was to fix the cf cli build and add loggregator to the
package build.

I went ahead and worked around this for loggregator and trafficcontroller
charms by putting the go static binary resulting from the build process
into the charm (amd64 only).

I'd like to discuss this in more detail during the meeting today.
