I think you selected the wrong project. There are no user groups or user
rights menus in oerptools.

Title:
  You get different menus in different languages

Status in OERPTools:
  Invalid

Bug description:
  Trying these languages you discover that some menus are not available
  in the English version while they are existing in other languages like
  Swedish, Arabic ..etc

  For ex:

  User groups 
  The user rights ..etc
  Please try to figure out why there are difference in the menus. Which one is the correct one?
