[Merge] lp:~rjschwei/cloud-init/integratedSUSEsupport into lp:cloud-init

Robert Schweikert has proposed merging lp:~rjschwei/cloud-init/integratedSUSEsupport into lp:cloud-init.

Requested reviews:
  cloud init development team (cloud-init-dev)

For more details, see:
https://code.launchpad.net/~rjschwei/cloud-init/integratedSUSEsupport/+merge/224010

Hi, here is another try to get openSUSE support merged. I tried to incorporate all the previous comments. Started a new branch as I had no clue how to get to a decent state in the old branch.

openSUSE and SLE support are now implemented in one handler. I decided to use the openSUSE handler as the implementation as openSUSE will see changes first. Thus any conditions added to openSUSE in the future shoudl eventually also apply to SLES.
