Azure opens up the vip when it receives a DHCP request for the host with its fabric-set name. If the user sets the hostname and then shutdown the instance, the DHCP server will not be able to match the host to the fabric name. What we are dealing with an idiosyncracy of the Azure fabric where the dhcp client needs to send the fabric name, not the hostname.
