The proposal to merge lp:~paelzer/cloud-init/fixup-test-dependencies into lp:cloud-init has been updated.

Commit Message changed to:

Fix dependency installation in Makefile
- fix requirements filename referrals
- support py2/3 split as other parts of the makefile
- fix an issue with setuptools having a broken dependency/upgrade path
- add missing test dependencies
