ok... so rharper pointed out that in the test_simple_write_rh test and path through the legacy '_write_network' writes the ifcfg-lo file.

we should be able to now replace _write_network with something that uses eni.convert_eni_data
like http://paste.ubuntu.com/24196078/

that is not specifically related to this merge, and io think this MP is actually correct as rharper described by *not* modifying ifcfg-lo.
