The proposal to merge ~smoser/cloud-init:bug/1663045-archlinux-empty-dns into cloud-init:master has been updated.

Commit Message changed to:

archlinux: fix some network config bugs.

Fix empty dns on writing network config

If no dns nameservers were provided a stack trace would occur.
The changes here add some unit tests for the arch distro.
