The proposal to merge ~smoser/cloud-init:ubuntu/devel-1770712-full-pkg-version into cloud-init:ubuntu/devel has been updated.

This is the packaging half of bug 1770712.

**Note** we really don't want to use review-merge tool for this, but rather basically just pull the branch.  Thats because we want the individual commits on the branch (with separated changelog update).


I have verified the end result inside a container as:

root@c1:~# dpkg-query --show cloud-init
cloud-init	18.2-59-gcd1de5f4-0ubuntu1
root@c1:~# grep Cloud-init /var/log/cloud-init.log | head -n 1
