AGENT_SEED_DIR is the only place on Azure instances that I currently see ovf-env.xml after reboot. I thought this was due to waagent caching that they do when they pull the file off of dvd and store it in /var/lib/waagent per /usr/lib/python3/dist-packages/azurelinuxagent/common/protocol/util.py

good point, fixed.

Hrm your right, by default, mounted disks don't seem to have that label prefix anymore.
Here's the list given I also just attatched a data disk sdc1.
sudo python3 -c 'from cloudinit.util import blkid; print(["%s:%s" % (k, v.get("LABEL", "")) for k,v in blkid().items()])'
['/dev/sda1:cloudimg-rootfs', '/dev/sda15:UEFI', '/dev/sdb1:', '/dev/sdc1:', '/dev/sda14:']
