Scott Moser has proposed merging ~smoser/cloud-init:fix/hacking-contact-to-powersj into cloud-init:master.

Commit message:
HACKING.rst: change contact info to Josh Powers

In the Hacking doc, change the contact information for the contributors
agreement to reference Josh Powers rather than Scott Moser.
