This needs some verification on many datasources, likely should include a cloud_test; though that means sorting out how to attach additional disks to the platforms we support.  And manual verification that by default we don't change behavior around ephemeral disks; though that _is_ something worth discussing for Eoan cloud-init;  I think it would be a nice lift to background the ephemeral device format/mount for any built-in ephemeral device.
