Well truthfully, I know we need to handle those concepts; However, I'm not sure that I know I've got them correctly designed.

But, point taken. I'll look at removing them for the short term until we see it clearer.

How sure are you that you need three entirely different permissions concepts (freeze/protect/block) in there?

Without knowing the use case you were aiming at, it looks like gold plating from here. I'd personally leave them to one side we've seen real end user behaviour and add it in version 2ish.
