I also have this problem under Karmic, with the "normal" effect preset
enabled, i.e. *no* wobbly windows. The following observation might be
useful:

In CompizConfig Settings Manager, in the "Move" plugin, if I tick
"Constrain Y", it unticks itself again after a few seconds. Maybe some
process watches that GConf key and disables it?
