[Bug 432871] [NEW] No window border

-I powered on the computer, Ubuntu booted up normally. The mouse pointer showed the little round circle as if processing but it would not go back to the normal arrow. 
-All applications had no window border and would appear one line (width of bottom panel) above the bottom panel.

I went into appearance and noticed that visual effects were set to NONE.
When I changed the visual effects to NORMAL the window border came back
to normal. However, when I opened the update manager, the "starting
update manager" window had no window border yet other application did. I
rechecked the appearance>visual effects and it was back to NONE.

* also for some reason the numpad stopped working even with numlock on
or off
