The problem is still in Karmic beta (I tested in live CD).

Just install ccsm, then enable or disable some options (for example
coverflow switching, windows previews, etc...), then switching desktop
will move the wallpaper and gnome-panels, while it should move only
windows (like when you start the system).

It seems there are some inconsistencies for desktop switching animation
behavior.
