I examined .compiz and .config/compiz as well as config files in other
locations and could not see any differences between the bugged box and a
working box.

The following commands fixed the problem:

sudo apt-get remove --purge compiz compizconfig-backend-gconf compiz-
core compiz-fusion-plugins-extra compiz-fusion-plugins-main compiz-gnome
compiz-plugins compiz-wrapper libcompizconfig0

rm -rf ~/.config/compiz

rm -rf ~/.compiz

sudo apt-get remove --purge compiz compizconfig-backend-gconf compiz-
core compiz-fusion-plugins-extra compiz-fusion-plugins-main compiz-gnome
compiz-plugins compiz-wrapper libcompizconfig0


Evidently this is some sort of failed update. If others confirm the bug should be closed.
