Update:

Found the solution in Ubuntu Forums:

In a nutshell: The key

gconf-editor -> apps -> metacity -> global_keybindings ->
switch_windows_backward

was not set.  Changing it to <Alt><Shift>Tab makes it work.

This, however, should be default behavior.

Also the affected package needs to be changed to metacity

** Package changed: compiz (Ubuntu) => metacity (Ubuntu)
