I personally don't think this is a bug, since gnome compatibility is on
-- but the resize window plugin should probably say something like "this
will not work because we are using gnome settings here."

I will also note that setting
/apps/metacity/general/resize_with_right_button does not work to resize
windows using compiz, even though you would expect that with gnome
compatibility -- I have made a note of this on the compiz site:
