Well, compiz actually tries to prevent this configuration from occuring.
To get a faulty configuration one needs to configure compiz and then
hot-plug the monitor.

The bug is about the limit existing.
You are very welcome to close it as unsupported or similar; I fully realize that fixing it is a very large task - but at least now people will be aware that the limitation exists and why.
