- How to replicate behavior: 
- Turn on the "extra" option for visual effects. I have not tweaked anything in compiz-config-settings-manager (ccsm). This will enable wobbly windows by default. Take any non-3D application, such as chromium, Dictionary, or anything of the sort. Put it in the middle of the screen, un-maximized, and click and grab the top border so you can drag it around. If you move your cursor with the border up to the top edge of the screen, where there is a gnome-panel by default, and then slowly move it back down the screen, you will see the cursor freeze for about one third of an inch while your mouse is still moving the window down. It then jumps to where it should be. Occasionally, the window border will also flicker. This is not a huge deal, obviously, but it looks unpolished, especially since moving a window the top edge of the screen is a fairly normal activity.
