According to the original statement of this problem, it still is not fixed.
To summarize, when visual effects are not enabled:
  Windows normally do not snap, shift makes them snap.
... and when visual effects are enabled (Preferences> Appearance> Visual Effects> Normal):
  Windows normally do snap, shift makes them not snap.
So far as I can tell, the compiz config manager does not give you the option to restore the original functionality, even if you disable the "snapping windows" plugin which is turned on by default.
Issue found in 10.04LTS.
