[Bug 553799] Re: Compiz doesn't detect monitor's refresh rate correctly

- Since Ubuntu 9.10 Compiz became to detect monitor's refresh rate incorrectly, so the performance became very low by default.
- My monitor works at 60 Hz (or 60.02 as the NVidia Settings tool says), when Compiz choose 50 Hz by default. Also choosing synchronizing with Vblank doesn't help to get rid of tearing.
