[Bug 614728] [NEW] Styles and Formatting window title bar gets covered by gnome-panel

I'm using gnome's Appearance Preferences -> Visual Effects: Extra
The "Styles and Formatting" window often appear at the top-most / left-most position /under/ the gnome panel.
i.e. the title bar of the window is unaccessible.
As a workaround you can select panel's properties orientation to
"Bottom" to allow access to the title bar to relocate the window, and
revert the orientation of the panel.
I /believe/ that this only happens the extra visual effects, but I'm not
100% certain.
