I have the same problem.

Desktop effects were working smoothly on Ubuntu 10.04 LTS.  Since a
clean install of Ubuntu 10.10, I find that selecting
System>Preferences>Appearance>Visual Effects causes the screen to
flicker for around 10 seconds, and then the error "Desktop effects could
not be enabled" appears.

Not completely sure how to post logs on this...
