[Bug 760144] [NEW] highlight shadow uses focused window instead of topmost window

When focus-follows-mouse is used, the shadow effect can be quite
strange.  If two windows are side-by-side, the shadow appears when the
topmost window is focused, but not when the lower window is focused,
because the topmost window is above the shadow.
